Re: [vibration] Add implementation report (#55)

The blog post you linked says ["Samsung's Kihong Kwon landed initial support for the Vibration API"](https://webkit.org/blog/1828/last-week-in-webkit-vibration-api-and-compressed-websockets/) — a code landing, not a shipped implementation. [WebKit Bug 171766](https://bugs.webkit.org/show_bug.cgi?id=171766) ("Remove Vibration API", filed 2017-05-06) notes the code was "not enabled by any ports / Tests are skipped by all ports / Unmaintained code" and was removed in [changeset 216696](https://trac.webkit.org/changeset/216696/webkit). The current WebKit repository has no Vibration API code.

If you're aware of a specific port that shipped the API to users, I'd be glad to update the report.
