I've updated the PR to make the document publishable to /TR/ as a Group Note Draft (DNOTE): - `specStatus` changed from `"base"` to `"DNOTE"` - Added `group: "das"` and `shortName: "vibration-implementation-report"` - Workflow updated with `W3C_ECHIDNA_TOKEN` and `W3C_WG_DECISION_URL` for automated /TR/ publication The existing [WG decision](https://lists.w3.org/Archives/Public/public-device-apis/2021May/0008.html) authorizes Echidna for specs that have "reached First Public Working Draft or later maturity level." Since this is a new document on the Note track, the WG would need to authorize its publication.
