I see, thank you for the clarification @marcoscaceres .  Im thrilled about the visibility detection change.  I'm reopening the issue though, since the user-activation part is also an open concern i have with the spec (since it could allow unintended, ongoing privacy loss w/o the change, given the rest of the spec as is)
