The developers do not necessarily speak English well enough, so they can only search in a forum (or search engine) using the English message, and then read discussions in their native language. If there is an error message in their native language, they may be able to solve the problem themselves without searching. Is it possible for the browser to provide two languages to the user (English and the user/developer's preferred language)? This not only solves the searchability problem, but also make the error message easier to understand for people who are not quite familiar with English.
