This is a question that came up several times during the discussion of the PrivacyCG charter, on how to distinguish "Google developed something up stream and downstream chromium folks haven't [yet?] pulled it out" vs "the down stream chromium folks support and think its good for the web."  In other words, does "its in chromium" count as one implementor, or many?

I dont think there was a clear answer to the above, but I think its fair to say that the general tenor of the conversation (including from the Google rep into the convo https://github.com/privacycg/privacycg.github.io/issues/9#issuecomment-588373530) was the former (if Google implements, thats one implementation, not many, unless someone downstream affirmatively says otherwise).
