What is improved in terms of security and privacy? Is there implementer support for the new use cases? (I'm not sure I understand how continuous background tracking is different from continuous foreground tracking. Geofencing seems clear, but also seems to warrant a different API shape.) Also, in part what I object to is having different APIs. It's not clear to me that the current API is sufficiently bad that it needs a modern counterpart.
