I was waiting for my code to finish building :-) I've updated the PR message with a link to my code.

A note about WPT: https://github.com/web-platform-tests/wpt/pull/19756 performs some sanity checks, but tests that rely on `navigator.permissions.query()` actually working depend on https://github.com/web-platform-tests/wpt/issues/5671, so I'm landing them as Blink-only tests for the moment.
