[sensors] Must not expose GC behavior to the web

smaug---- has just created a new issue for https://github.com/w3c/sensors:

== Must not expose GC behavior to the web ==
in other words the sensors which have relevant event listeners need to stay alive as long as it is possible that the event listener might get called. This would be similar behavior to WebSockets and such.
