Fixed an incorrect IRI from Holger Knublauch on 2017-02-09 (public-data-shapes-wg@w3.org from February 2017)

FYI I found a glitch in the IRI used by QCRs - the document was listing 
a single IRI for its constraint component while there should have been 
two. I have fixed that as part of this commit:

Basically sh:QualifiedValueShapeConstraintComponent has been split into 
sh:QualifiedMinCountConstraintComponent and 
sh:QualifiedMaxCountConstraintComponent.

Please double-check this (the TTL file had this already right).
