New SHACL draft published

Hi all,

Per last week's resolution, the editors worked on publishing the latest 
draft to the TR space. I'm glad to report that this happened on Monday and 
the new draft can be found at:

Thanks to all for this achievement and especially to the editors who 
worked hard to make it happen.
