If by "based on" one means "inspired by" then sure.  However, if the
contrast is between "based on SPIN templates" vs "based on SPARQL", then I
would say that the semantics of Holger's proposal are "based on SPARQL".
Whether or not it is similar to the way that SPIN is should be beside the poin
t.
