I actually got that from an email Holger wrote to me in which he referred 
to the definition of the formal semantics of the SHACL Core "in SHACL/SPIN 
templates".

I understood this to be a reference to the layering that has led him to 
his current draft in which he started from SPIN and defined a templating 
system on top of it, with which he then defined some predefined/built-in 
constructs.
