There would be thousands of such patterns (e.g. For all issues that are 
submitted but don't have an author with email yet), and you'd end up 
with a context language equally expressive as the query language itself. 
IMHO this does not really require its own type of scoping, but is better 
expressed as part of the constraint (WHERE clause) itself.

As Irene stated in her parallel response - it may be OK to enumerate 
those things, but they may not end up as implemented concepts on their own.
