There might be multiple wiki pages about a particular issue.  Having the issue 
identifier as the first part of the title could give rise to the assumption 
that this is the main wiki page about an issue.

There might be later issues that a wiki page would be better associated with. 
  Putting the issue identifier in the title means that links to the page would 
have to be tracked down and modified so as to not give a false impression.
