capabilities of constraints

There appears to be some confusion in the working group on how constraints can
work. Just because a shape associated with a class can only do certain
things, this does not mean that a constraint is so limited.

For example, the two OWL constraints in S4
(https://www.w3.org/2014/data-shapes/wiki/User_Stories#S4:_Issue_repository)
show how to have OWL constraints provide two different "shapes" depending on
some property value of instances of a class. SPIN can do similar things, as
also shown for S4.
