I agree and actually looked into it. Here is what I found in scribe.perl:

>From what I can tell Bert Bos from W3C is trying to rewrite this script. 
Hopefully this will give us something better. Unfortunately this ought to 
be a side project he has taken on on himself and it may be a while before 
he completes anything.
In the meantime the only way to check for resolutions is to search for the 
word "resolution"...
