added a label "For LCCR" to the issue list

I added the label "For LCCR" to designate those that we do not plan to solve before the next round of publication but wait for possible community feedback. At the moment

At the moment, https://github.com/w3c/csvw/labels/For%20LCCR contains only one issue, namely #223 on the union datatypes.
