I am not sure what should qualify as 'external to W3C'; I believe what is really important is to receive input from outside the Working Group. Looking at the last round of raised issues:

https://github.com/w3c/csvw/issues?utf8=%E2%9C%93&q=label%3A%22For+LCCR%22+

I tried to filter out the issues raised by Gregg, Jeni, Jeremy, DanBri, or myself (as being the most active in the past few months) but I could not do it:-(. However, even when looking at the list it is clear that we have received quite a number of comments from people outside of the WG. Ie, I believe we are fine.

(Note that some of the issues, ie, labelled as I18N, actually came after an internal discussion within the internationalization Working Group, ie, more people were involved in those.)

Cheers

Ivan
