Given we don't have any bug tracker for the harness, yay email as a bug tracker!

If I'm not mistaken, both myself and Peter had the understanding that
at some point there was agreement that the test harness should show
tests with missing/unknown anchors (given otherwise we can have tests
disappear from a testsuite as the spec changes, and WPT's lint will
never check anchors exist given it introduces an external dependency
that can cause the lint to start failing with no test changes).

Mostly sending this so there's something I can actually point at for
this issue. 🙂
