This has all recently changed (like, 3 days ago) so the documentation is not caught up yet. The tests are in https://github.com/w3c/web-platform-tests specifically https://github.com/w3c/web-platform-tests/tree/master/css/css-backgrounds-3 You should make a branch for your test corrections, then send a pull request for the changes to the tests.
