http://test.csswg.org/suites/css2.1/20101027/html4/content-counter-010.htm This test mandates representing 7000 as U+0548 U+0552 i.e. uppercase vo + uppercase yiwn for upper-armenian. However, the recommendations quoted in http://lists.w3.org/Archives/Public/www-style/2009Feb/0319.html indicate that it is preferred to use only the U+0552. As indicated in said post, this is also what the internal ED of Lists level 3 specifies.
