These tests: http://test.csswg.org/suites/css2.1/20101001/html4/quotes-036.htm http://test.csswg.org/suites/css2.1/20101001/xhtml1/quotes-036.xht assume that <br> and <hr> are not replaced elements. In Gecko's case, this is not true for <br>. I don't know of a requirement in the spec that this be the case, so I think this is invalid.
