implementation-report-TEMPLATE.data has lines for non-existent tests

The implementation-report-TEMPLATE.data file has entries for non-existent tests, like:

html4/absolute-replaced-height-006	?

(this is a nonHTML tests).

Is there a canonical template that I should use for the submission of my implementation report?
