It doesn't become clear from reading
https://drafts.csswg.org/css-fonts-3/#font-fetching-requirements why the
referrer header is set differently than the origin header. In fact, I would
expect from the referrer spec that the referrer header is set to the containing
document, taking the containing document's referrer policy into account.
