Bug ID: 26692
Summary: Clarify whether zero duration animations fire
start/end events
Product: CSS
Version: unspecified
Hardware: All
OS: All
Status: NEW
Severity: normal
Priority: P2
Component: Animations
Assignee: galineau@adobe.com

Existing Animations Events prose requires a positive duration for start/end
events to fire. Some in the WG believe they should fire even when
animation-duration is 0s.
