For SMIL Animations there is a section "The animation sandwich model"[1]. The wording there lead to some wrong assumptions and does not consider CSS animations or transitions. That is why CSS3 Animation should fill the gap. The image http://dev.w3.org/csswg/css3-animations/sandwich.png needs an update as well.
