Re: [csswg-drafts] [css-values-5] The `<random-value-sharing>` options for `random()` are confusing (#13132)

I don't have strong opinions on what the element-sharing keyword should be. However, I *do* feel strongly that we should maintain the current behavior where the randomness starts out "maximally random"/"maximally unshared", and as you add more details to the sharing key it consistently *increases* the sharing and makes more functions use the same random value. We swapped the polarity of the element-sharing keyword *precisely* to achieve this; it used to be `per-element` and *disabled* the default sharing between elements.
