My assumption here would be that if a platform doesn’t support a specific type of scrollbars, then it shouldn’t show it (unless the UA really wants to plug that hole). For example, forcing classic scrollbars on iOS wouldn’t (and imho shouldn’t) have any effect as that platform does not support that type of scrollbars.

Good news: Microsoft is contributing [(Overlay) Fluent Scrollbars](https://docs.google.com/document/d/1haDpb1QIh2PaLwsQD1i4WHFq_5_jSK3XK9lhgSs4WkM/edit?tab=t.0) to Chromium. At this point it’s still behind a flag, though.
