Re: [csswg-drafts] [css-grid-3] if using `display` we should provide examples for `inline grid-lanes`, and include the `inline-grid-lanes` legacy fallback (#10961)

I think we have implementors wanting to implement the value based on observations of user patterns (for the values that appear in both forms, both users and guides overwhelmingly still favor the single-keyword version), and objections coming from non-implementors based on theoretical purity (it's less cluttered and reinforces the inside/outside concept separation).  

Given that the *actual cost* of it is effectively nil and happily borne by the implementors in question, I think this falls pretty squarely under the `user > author > impl > theory` rubric, and the WG should override the objections. Chrome wishes to maintain the resolution we made at the meeting. (And WebKit has already shipped the value, so presumably they feel the same.)
