This is not a Blink specific issue. In https://github.com/w3c/csswg-drafts/issues/13437 _(“Properties set on `:root` that inherit and that affect inline-level content, are affecting the new and old VT pseudos”)_ I shared a demo that shows how all engines are affected by those pseudos not being `display: block`.
