So if Blink is using this as a way to implement https://github.com/w3c/csswg-drafts/issues/9939#issuecomment-2160944468, but this is not `!important`, does this mean that Blink is still not following https://github.com/w3c/csswg-drafts/issues/9939#issuecomment-2160944468 if the author manually sets `display: inline`?
