`revert-layer(to initial)` would probably be more intuitive than `revert-layer(initial)`. The latter does not sound like it would revert all styles (layered and unlayered). Related: In https://github.com/w3c/csswg-drafts/issues/10094, I had proposed making `@layer initial` the "first" layer.
