I don't think Windows has such a font especially for CJK locales. Cascadia Mono (default in Windows Terminal) in the Japanese locale is linked to Yu Gothic UI, which is never be monospace:

Windows lacks medium weight (500 in CSS) Japanese fonts (Yu Gothic Medium is not Medium weight but 400-450 in CSS).
