Re: [csswg-drafts] [css-fonts] `system-ui` behavior is undesired for some users (#3658)

Let's recenter on [the spec](https://drafts.csswg.org/css-fonts-4/#system-ui-def). I think that everyone who's been through this thread and researched the topic will agree that:

1. `system-ui` works as intended
2. "as intended" causes issues for end users (e.g. bad rendering of latin text on CJK Windows)

Therefore:

- the implementation of `system-ui` doesn't have to change (it works as intended)
- for the sake of users, the potential pitfalls of using `system-ui` should be made clear in the spec (until OS/browser vendors make sure that i18n issues disappear)

How about adding a warning along the lines of "using `system-ui` can lead to display issues for some user-agents", with a reference to this issue?
