Re: [csswg-drafts] [css-anchor-position] fallback-position behavior: spec vs. expectation (#12682)

Hi, is there any way this could be user defined. There are cases where this
behavior is expected. Look at angular overlay for example. You can specify
how it will behave in this scenario. I think popper.js also allow this to
be user specified.
