We would like to discuss this issue in the next working group meeting. As @andruud noted in https://github.com/w3c/csswg-drafts/issues/5079#issuecomment-2567506817 there are not so many use cases where we might need to use `<url>` type in `attr()`. Also as @annevk pointed out in https://github.com/w3c/csswg-drafts/issues/5079#issuecomment-2572549032 there is still ambiguity issue remaining from the original issue description if we want to leave `<url>` type in `attr()`.
