Please could we start by defining the algorithm for scrolling when spatial navigation is not enabled, in cssom-view-1? Whether d is defined by the user agent or is defined by the OS and then exposed to the user agent, it would be good to state in the spec. Similarly, it would be good to state the relationship between moving the scroll wheel one notch and pressing the arrow key once. Does d have the same value in both cases?
