This categorization is incorrect for this issue.

According to the CSS2 specification, the categories are:

1. **Positioned Elements** – those with the position property set to: `relative`, `absolute`, `fixed`, or `sticky`.
2. **Non-positioned Elements** – those with the position property set to: `static`
