amn has just created a new issue for https://github.com/w3c/csswg-drafts: == [css-syntax] Concrete criteria for rule / declaration validity? == [parse-css](https://github.com/tabatkins/parse-css) implements certain criteria for determining if a rule is valid: https://github.com/tabatkins/parse-css/blob/main/parse-css.js#L1142-L1167 I don't see any of these criteria specified in [CSS Syntax Module Level 3](https://drafts.csswg.org/css-syntax/) -- am I to understand these are specified in other CSS compendiums? A different module, perhaps? If so, I would guess all rules and declarations are _syntactically_ valid, but not necessarily otherwise?
