That sounds like a great plan to me! As @astearns said, shipping `base` could be done when browsers feel comfortable about the compat situation. I think the intermediate values (e.g. `base-select`) could be deprecated at that point. Is that the current state of e.g. `appearance: button`? Deprecated?
