Sure. I don't know if it makes sense to introduce separate contain keywords or just do it implicity through container-type.

I didn't immediately  spot any items that could be lifted https://drafts.csswg.org/css-contain-2/#containment-layout but @bfgeek should have a look, but this was specifically about anchor-name containment that's not yet in the list, right?
