Re: [csswg-drafts] [css-cascade-5] Allow authors to explicitly place unlayered styles in the cascade layer order (#6323)

I remembered this issue when I was thinking about #10094.

Would it make sense to approach this problem using **[contexts](https://www.w3.org/TR/css-cascade-5/#cascade-context)** instead of layers?

We could introduce two new contexts for placing styles before or after the rest of the author styles.
