Being able to make all colors used on a site different to what was actually specified seems problematic. In particular, another site or page using the exact same style sheets would look different. Being able to affect all CSS colors but not images or video also accects the default color matching that they have (assuming a relative colorimetric rendering intent in the images). If you are mixing HDR and SDR content and your SDR colors are coming out too bright, then it seems that the issue is that your compositor is not mapping CSS 'white' to the HDR media white but instead to some brighter one.
