Yes, all as you say — this _would_ solve the refactoring case, and I can see the “progressive enhancement” case as well. Having the basic styles available _everywhere_ would be so nice! And, as you said — when we could remove the unlayered styles _outside_ our override layer, it would be simple enough to “unwrap” it, and to continue using just regular layers.
