Re: [csswg-drafts] [css-text-4] text-spacing needs to handle non-fullwidth punctuation also (#6091)

We discussed this issue again during the [I18N ⇔ CSS Call](https://www.w3.org/2023/03/28-i18n-minutes.html#t04) and another [CLReq Editors' Call](https://www.w3.org/2023/03/28-clreq-minutes.html#t03), and we're OK with trimming the spacing around non-fullwidth punctuations in Chinese (i.e., the current JLReq/CSSWG consensus).
