We've done impl reports using just WPT for a while now, so in practice it's sufficient (but very likely improveable). > Some of the historical needs for the harness were for tracking fully manual and reference tests, I don't know how/if WPT deals with those these days or if they're still relevant. Ref tests are just fine in WPT. Fully manual tests pretty much don't, and it's an open issue on how to make them potentially relevant.
