I think it's worth noting that if this were part of what browsers ship, then those updates would at least require *assessment* of whether they posed web-compatibility problems.  I don't know how much work those assessments would be, or how often they would lead to the conclusion that the change was not acceptable due to compatibility.  But it might be worth reviewing some set of recent changes to see whether they would have had a risk of compatibility problems.
