Yes, there are a number of conditions that cause a c-v element to be relevant to the user, and those can change mid-transitions. The proposal on this issue case 1 is to add another condition that says if there is a descendant that is shared, then the element is relevant to the user. Aborting the transition if the shared element because content-visibility skipped seems worse to me, but that's also certainly a possibility.
