As far as @kojiishi and I can tell we don't need behaviors other than `allow-end` right now. So we can just remove those for now and add them later if we find demand for them.

I think `normal` as the initial value, with the meaning being the same what I 'm suggesting, sounds fine since it is easy to remember.
