I was proposing earlier that a timeline is *always* defined for the name on the element setting `scroll-timeline-name`. The existence of root on an ancestor effectively just extends the range of that name but that name would be accessible to descendants regardless. I also think that scroll-timeline-root would be completely separate from the other `scroll-timeline-*` properties, not linked.
